Snider and Hutcheson named in AAG/ICON/Parker legal fee documents from Lubbock City Hall

The following 2 city workers have had legal fees in the AAG/ICON/Parker paid for by taxpayers(City of Lubbock)in 2008. These two names were revealed in the documents released by City of Lubbock detailing the 2008 legal fees paid in 2008 calender year. Mr.Snider is a $57.38 hrly. employee that gets $119,000 yearly. Leisa Hutcheson is a $34.64 hrly. employee and makes $72,000 yrly. This editor believes that the two named below are the bureaucrats involved in the FBI investigation into irregularities at Lubbock City Hall.
Scott Snider - $83,000
Leisa Hutcheson - $80,000
Total tab for 2008 legal fees in the AAG/ICON/Parker debacle is $465,700.

Clif Burnett request criminal and civil investigation in Lubbock County Commissioners Court and UMC Board of Managers

Below is text of formal request for criminal and civil investigation into Lubbock County Commissioners Court and UMC Board of Managers.

Subject: Request For Investigation Into Lubbock County Commissioners Court and Lubbock County Hospital District Board Of Managers

I hereby request a civil/criminal investigation into the conduct of Lubbock County Commissioners Court(Patti Jones,Tom Head,Bill McCay and Mark Heinrich) for abuse of office as related to Lubbock County Hospital District Board of Managers
and employees of said hospital.

A. David Allison(UMC CEO) donated $500 to Patti Jones campaign(public record at Office of Elections-Lubbock) and later Patti Jones instructed Doyce Middlebrook(her cousin)
to sign employment agreement to add Mr.Allison to "employee bonus plan". Mr.Allison has no record of other campaign donations. Ms.Jones gets $500 donation and she instructs Doyce Middlebrook to perform favor that resulted in $27,850 bonus to be paid to Mr.Allison. It appears it's "taking campaign donation for favor" violation.

B. Bill McCay,Mark Heinrich and Patti Jones all accept $500-$1,000 campaign donations from various Board of Manager members(Heenan Johnson,III,Marc McDougal,Mike Liner,etc.) and later Board requests tax increases for 2 consecutive years and all three(Jones,McCay and Heinrich) vote FOR tax rate increases for hospital district. It appears votes for tax increases were purchased with campaign donations.


C. Board of Managers authorize lease of "Skybox" at Texas Tech football stadium and access to this "Skybox" is given to county commissioners(Jones&McCay) as well as donors to Heinrich,McCay and Jones political campaigns. Donations appear to have purchased free football tickets as well as free beverages(alcohol) and food.

D. Patti Jones secured votes from McCay and Heinrich to put Doyce Middlebrook(her cousin) on UMC Board of Managers and Board member of UMC related to Lubbock County Commissioner would be both criminal and ethical violation for non-profit entities regulated by state and federal government.

I believe the County Commissioners Court members named are knowingly in violation of both state and federal law and IRS regulations in their conduct and a complete investigation is warranted for,bribery,peddling influence and abuse of public office.
